摘要
高压压气机研制项目风险管理研究
     工程项目是在复杂的自然和社会环境中进行的。在航空工业工程实践中,项目投资大,研制周期长,复杂程度高,参研单位在项目的各个阶段都面临着各种各样的风险,研制周期延长和经费超预算现象十分普遍。作为项目管理的重要组成部分,项目风险管理在确保项目目标的顺利实现中扮演着十分重要的角色:通过对项目实行风险管理,防患于未然或及时采取补救措施,将意外损失减低到最低程度。
     在航空工业中,航空发动机的研制工作极具代表性,研制周期长,技术难度大,涉及学科多,经费需求巨大,在项目研制过程中风险因素众多。因此项目风险管理对航空发动机研制工作具有重要意义。作为飞行器的主要动力装置,航空燃气轮机广泛用于各种用途的飞机,被誉为飞机的“心脏”。作为核心部件,高压压气机对于航空燃气轮机至关重要,其性能的优劣直接影响着整机性能,在航空燃气轮机研制中占有重要地位。一种形象的说法生动展现了高压压气机研制难度之大——“1台压气机试验需要测试的参数是相当于3台整机”,因此,高压压气机研制技术难度、风险极大。
     本文通过对高压压气机部件研制项目的风险进行了识别、评估和评价,建立了高压压气机研制项目风险分析监控指标及风险管理流程,以期达到降低研制风险的目的。
Research on the Risk Management of High Pressure Compressor Development Project
     It is a common case that the extension of time and the exceedance of investment for engineering projects, since the complicated natural and social circumstances in which engineering projects being carried out, as well as some features included in engineering practices, ie. large investments, long period, high level of complexity, and a variety of risks encountered by participants in each phases of a project. Therefore, Risk management plays a significant role in engineering projects to ensure the targets of engineering projects can be achieved smoothly-to nip troubles in the bud, or to take remedial measures when some risks inevitably happen, which aims to minimize the unexpected loss. In conclusion, risk management is an indispensable part of project management.
     In aviation industry, areo-engine development projects is characterized by long cycle time, high level of difficulty in techniques, knowledge of many subjects to be covered, extensive funds to be needed, demanding standards for national industrial developments, and numerous risks during the developing process. Apparently, project risk management is of great significance in areo-engine development. As the main Power Plant of the aircraft, aviation gas turbine is widely used for various of aircraft, known as the plane "heart". As the core components for aviation gas turbine, High-pressure compressor is crucial for gas turbines,and it's performance directly influences the overall performance of gas turbine. Therefore, the development of high-pressure compressor is very difficulty, and facing the great risk.
     This thesis provides analysis and induction concerning risk management for the High-pressure compressor development project, the risks in the project has been identified and analysed, and indicators for risk monitoring as well as process for risk managing has been set up, which aims to minimize risks in the compressor development projects.
