西部地区电子信息产业承接产业转移效应研究

摘要
电子信息产业已成为我国大部分省、市的支柱性产业,对地区的经济发展起着主导性的作用。成都市电子信息产业起步较早、发展迅速,早已作为成都市的支柱性产业之一,对成都市经济的贡献非常大。在全球产业转移的大趋势下,成都市电子信息产业也在进行着承接产业转移的步伐。
本文运用循环累积因果论和边际产业扩张理论以及知识外溢理论,阐述了电子信息产业的发展的基本特征,根据韩国、日本以及台湾电子信息产业承接产业转移的成功经验,与成都市的本土的情况相结合,进行综合对比分析,找出值得借鉴的地方;再针对成都市电子信息产业现存以及即将出现的问题进行分析,提出了与成都地区电子信息产业相适应的发展对策。
通过对成都市电子信息产业发展的分析与研究,本文得出如下结论：
(1)成都的电子信息产业发展迅猛,承接国内外先进地区的产业转移也有一定基础。特别是最近几年,由于富士康、英特尔、戴尔等企业进入成都,给成都带来了更好的发展动力,但是,由于成都深处西部地区,资源较为薄弱,而东部沿海地区如长江三角洲、珠江三角洲和环渤海地区,电子信息产业起步更早且发展趋于成熟。成都市和这些地方相比,还存在着很大的距离。成都市应该抓住机遇,根据本地的特点,制定相应的对策来完善电子信息产业发展的环境。
(2)为了吸引外来企业到成都投资,促进本地电子信息产业转移力度,成都市发布了一些利于电子信息产业投资的政策,吸引了不少企业来成都投资。然而,由于人力资源的限制、基础设施、政策的不完善以及技术进步的缓慢,导致成都市不能很好地承接电子信息产业转移。若能改进这些限制条件,改善成都市电子信息产业发展的环境,承接产业转移也能更好的进行。
Currently, in most provinces, municipalities and the electronic information industry as leading industries, pillar industries development. Chengdu electronic information industry started earlier, the rapid development of very large contribution to the economy, has long been one of six pillar industries as Chengdu. Chengdu electronic information industry is also engaged in the industries to relocate to the pace of global industrial transfer trend.
In this paper, circulation accumulated causal theory and editing industry expansion theory and knowledge spillover theory, expounded the basic characteristics of the electronic information industry development of the industry, combined with the actual development of the electronic information industry Chengdu, Chengdu electronic information industry analysis, the use of comparative analysis method, Japansuccessful transfer of the electronic information industry in Korea and Taiwan, and the electronic information industry in Sichuan comparative analysis, correlation analysis and Chengdu Electronic Information Industry Development, last to adapt to the development of the electronic information industry of the Chengdu region Countermeasures.
Through analysis and appraisal of the system, the following conclusions:
First, Chengdu's electronic information industry has developed rapidly, industries to relocate certain foundation. Especially in recent years, Foxconn, Intel, Dell and other companies into Chengdu, brought to Chengdu better momentum, however, due to the depths of the western region in Chengdu, compared to more developed Yangtze River Delta, Pearl River Delta, the ring Bohai Sea region, there are still significant gaps. Chengdu, should seize the opportunity to develop appropriate countermeasures to improve the environment of the electronic information industry development, according to the characteristics of the local.
Second, Promote local electronic information industry transfer efforts in order to attract foreign business investment to Chengdu, Chengdu released a policy conducive to the electronic information industry investment, attract a lot of enterprises to Chengdu. However, due to the limitations of the human resources, inadequate infrastructure, and policies imperfect, resulting in Chengdu, not to undertake the transfer of electronic information industry. If we can improve this situation, and to optimize the conditions for the development of electronic information industry, and play a good role in promoting the industries to relocate.
