我国极地考察组织管理机制优化研究

摘要
极地考察关系到我国的政治、经济和军事利益,有效的极地考察组织管理模式保障了极地考察工作的顺利开展。对极地考察组织管理机制进入深入的研究具有一定的理论意义,为我国极地考察组织管理机制的改革提供了理论支持。本研究运用理论研究和对比分析的方法,从整体、部分与局部三个层面上探讨中国极地考察工作的组织管理运行机制。论文结合行政管理和组织理论,建立了一个极地考察组织管理的理论模型,将极地考察工作的管理工作从高、中、低三个层次上进行划分,并按管理工作的属性将其划分为科研支持管理和管理支持管理两大部分。运用该理论模型分析对比我国和国外的极地科考组织管理机制,深入剖析了我国极地科考组纵管制模式的三个缺陷:(1)极地考察工作缺乏统一的管理体系;(2)极地考察各部门职责分工不明确;(3)极地考察项目组织缺乏灵活性。在此基础上,借鉴国外极地考察组织管理的成功经验对我国极地考察组织管理模式进行了系统的优化分析,并给出一套完整的改革方案。在明确的组织管理机构基础上,本方案包括了机构组织结构的重构、职能的明确划分,以及科研项目管理和后勤管理两部分核心工作的有效协调运行模式。最后考察了改革的内外部环境,证明目前对极地考察组织管理机制的改革具有可行性。
Polar research is of great importance to countries' political, economic, and military benefits. Efficient organizational management mechanism insures the development of polar research. Thus, Research on organizational management mechanism in polar research have great theoretic meaning, and would give some support to reform in organizational management mechanism in China polar research.With methodologies of theory research and antithesis, this paper analyzes the organizational management mechanism in polar research as a whole and partially. A general model is constructed to study the organizational management from macro, micro, and medium approach, which can be divided into management support and research support. With this theoretical model, the polar research organizational management mechanism of our country is investigated. As a result, we find out three disadvantages in it: (1) integrated management system is lacked; (2) duties are ambiguous among departments; (3) flexibility is missed in project management. On this base, using foreign successful experience for reference this paper systematically optimizes the polar research organizational management mode. A whole reform scheme in polar research organizational management is given, which includes definitude of organizational management institution, reconstructed organizational structure, departments' duties division, and coordination of project management and logistics management. At last, both external and internal environments are investigated to witness the feasibility of reform in polar research organizational management mode of our country.
