摘要
<正>从2013年中共中央举办"周边外交工作座谈会"以来,中国外交和周边形势都发生了较大变化,中国更加积极地促进地区合作机制建设、规范塑造和热点处理,"奋发有为"的大周边外交正处于构建与形成之中。2014年4月15日,在中央国家安全委员会第一次会议上,习近平强调要准确把握国家安全形势新变化新特点新趋势,坚持总体国家安全观,以人民安全为宗旨,以政治安全为根本,以经济安全为基础,以军事、文化、社会安全为保障,以促进国际安全为依托,走出

①这样做的原因不仅是担心中国的内部事务或与其他周边国家的争端会被讨论、被干涉,更是考虑到东盟国家也出现类似问题时所表现出来的敏感性,也有悖于《东南亚友好合作条约》的有关精神。毕竟,尽管在非传统安全合作过程中不可避免地会出现一些矛盾甚至冲突,类似的地区多边安全机制应该是促合作而不是斗争的场合。
