化学事故应急系统效能评估及指标体系设计

摘要
近年来,国际社会公共安全事件不断增多,"8.12"天津港特大火灾爆炸事故等化学事故频发,严峻的形势使我们必须高度重视城市具备危机管理意识。当前,很多城市已经建立了公共安全应急系统和快速反应机制,但大多数只针对其技术性能简单评审验收,并未对其运行效果进行跟踪和全面评价,导致各级部门在连续几年的不断投入后,很难明确每个城市公共安全应急管理信息系统到底是否达到了预期效果,使得上级决策部门无法客观准确的了解城市公共安全应急管理信息系统的实施效果,因此难以对下一步发展做出合理的决策。本文针对化学事故公共安全应急系统,针对其重点功能,提出效能评价原则,建立评价指标体系,实现对化学事故公共安全应急系统运行效能的全面和综合评估。
In recent years, the worldwide safety situation has changed dramatically. The emergence of various types of public crisis(Tianjin Port Explosion Accidents, 2015) and natural disasters in China make us aware that we must not only attach great importance to the city disaster prevention and reduction function but also have the sense of crisis management during the rapid development of urbanization in our country.Nowadays, many cities have established chemical incidents public emergency system and rapid response mechanisms but only simple technical performance are concerned. There is no continuous evaluation of effectiveness of operations, which induce governments are difficult to clarify whether the city emergency systems achieved the desired goals. In this paper, the performance evaluation principles of the chemical incidents public emergency system is proposed, and the evaluation index system is established. Therefore, the comprehensive evaluation of CBRN public safety emergency system efficiency can be implemented.
