洪水风险图编制通用流程介绍

摘要
洪水风险管理需要工程措施和非工程措施。洪水风险图是识别和管理洪水风险广为应用的有效手段。本文结合本公司在国内外诸多流域和城市洪水风险评估及风险图绘制项目的实践经验,和国外类似项目的调研,叙述了通用的洪水风险图绘制技术流程,即四个步骤:基础资料收集、洪水要素分析、受灾体统计以及风险图绘制。希望对正在进行的全国风险区图编制工作提供一些有价值的参考。
Flood risk management needs to combine structural and non-structural measures. Flood risk map is an effective technology for identification and management of flood risk. With the company's experience in the many internal projects of city flood risk assessment and mapping and reference similar research projects in foreign countries, the paper describe the general process for flood risk mapping, including four mainly steps: data collection, flood inundation analysis, flood damage statistics and flood risk map drawing. Wish the fundamental methods described in this paper can provide references for conducting the pilot project of flood risk mapping.
