面向应急调控处置的水污染预警技术:以南水北调中线工程为例

摘要
针对水污染灾害的特点,为应急处置小组等利益相关者提供系统化的信息支持,把应急处置工程决策纳入水污染预警的范畴,结合水质模型与事故威胁度指标体系,开发了一种面向应急调控处置的污染预警方法。在南水北调中线工程保定市"放水河-蒲阳河"段,以甲苯运输车在桥上侧翻泄漏为假想事故,并与调水工程中实际参数和调控处置组合,进行了该新型预警技术的案例分析。首先利用率定好的一维水质模型估算泄露甲苯的输移规律,然后运用危险性指标评价体系对各个指标进行评估,确定污染等级和特征时间,最后给出调控和处置措施建议:关闭放水河和蒲阳河节制闸,通过蒲阳河退水闸退水后进行处置。该预警模式链接了污染输移、水力调控措施与应急处置措施,在传统以水质预测为主的污染预警基础上推进了一步,提供了更为完整的预警信息和决策建议。
According to the characteristics of water pollution,an early warning algorithm which guides the stakeholder emergency control treatment was developed.This algorithm can provide systematic information support to sensitive receiver.The water quality model and the threat degree index system were combined together.A hypothetical accident with toluene truck overturned leakage on bridge in the section of "Fangshui River-Puyang River" in the Middle Route of the South-to-North Water Diversion Project(SNWDP) was introduced in this study.First estimate the leak the transport rule of toluene using one dimensional water quality model.Then evaluate various indexes and determine the pollution levels and characteristics time using risk index evaluation system.Finally the emergency measures,which close the Fangshui regulating sluice and Puyang regulating sluice,and bring water to treatment facilities through the discharge reservoir sluice,were taken to deal with the water pollution.The early warning algorithm combines the contamination transport,hydraulic control measures and emergency disposal measures.And the algorithm also provides more complete early warning information and policy recommendations.
