摘要
本文从生态经济视角探寻渔业生态安全的本质,过度捕捞是造成渔业资源衰退的主因,渔业资源利用的无序是内在原因,渔业生态环境的恶化是外部原因,缺乏可持续发展理念是威胁渔业生态安全的核心原因。通过水域生态环境保护、渔业资源增殖放流、水上产业综合开发、生态安全文化培育和生态休闲空间营造等核心要素的相互耦合作用实现协同发展,是适合渔业生态安全建设的发展模式和路径。笔者以长江中游渔业生态安全建设为实证研究载体,在生态经济视角和渔业生态安全内在机制的指引下,借鉴国际先进渔业生态安全的建设经验,以期实现水产资源、水域环境与社会经济发展之间的和谐与平衡。
In the present study, we explored the nature of fisheries ecological security from the perspective of ecological economy, overfishing as the main reason, the non-primary use of fishery resources as the internal reason, deterioration of fishery ecological environment as the external reason, and lacking the sense of sustainable development as the core reason for the threat of fishery ecological security. Through the waters of ecological and environmental protection,fisheries resource enhancement, water industry comprehensive development, interaction of ecological safety culture, ecological leisure space construction and other core elements to achieve coordinated development, these patterns were the development mode and path for the construction of the ecological safety of fishery. We took the fishery ecological security construction in the middle reaches of the Yangtze river as an empirical research carrier, under the ecological economic perspective and the guidance of fisheries ecological security mechanism, drawing lessons from the international advanced experience of the fishery ecological security construction,aimed to realize the harmony and balance among aquatic resources, aquatic environment and socio-economic development.
