摘要
核电项目安全生产费用的合理使用和控制对项目的顺利开展和实施具有重大的意义。目前,国内核电项目普遍采用了工程总承包模式,由业主、总包和施工分包商三级组织来负责现场的安全管理。在实际过程中,业主、总包和分包均反映出在安全费用管理方面存在问题。本文分析了国家法律和规章对于安全投入的要求,调研了核电建设期间相关单位的安全生产费用使用管理办法,对在建项目业主单位对安全生产费用的管理状况进行分析,发掘安全费用管理中的问题,从预算控制、投入比例、使用范围、安全投入的评估等方面提出普遍适应核电工程建设的相应改进建议。
The rational use and control of work safety expense is important for the execution of nuclear power project.At present,EPC mode is commonly used for the nuclear power project,the owner,major contractor and sub contractor are all responsible for the safety of construction site.In practices,all the parties feel that there is some problems in the management of work safety expense.In this paper,the national law and regulations related to safety expense is analyzed,the practical status of the management of safety expense is investigated.Some suggestions in the aspect of budget control,the ratio of safety expense to the whole project budget,the scope and evaluation of safety expense is proposed,which can be suitable for all the nuclear power project.
