摘要

由于地理、历史和经济的原因,德国在北极科考、资源开发等领域具有一定的优势。2013年,随着北极事务升温,德国出台了《德国北极政策的基本原则:利用机遇,承担责任》的政府文件来重新评估德国在北极的利益诉求和角色定位。德国北极政策具有4个显著特点,即充分考虑北极的特殊性、以合作伙伴的身份参与北极事务、强调依据法律规约治理北极、支持欧盟实行积极主动的北极政策。中德双方在北极事务中具有相似的身份定位与利益诉求,应当加强协调与合作,共同致力于构建一个开放、和平、有效的北极治理秩序。同时,借鉴德国北极政策的优点并为我所用,有助于增强我国在国际北极事务中的话语权和影响力,维护我国国家利益和北极权益。
