摘要

上海烟草集团(以下简称"集团")信息化水平在烟草行业一直处于领先的位置,为各部门量身定制的信息化系统支撑了集团各项业务的发展。近年来,在国家烟草专卖局的战略要求下,为了达到关键业务流程统一平台管控等目标,集团开展了ERP项目建设,并引入了Oracle公司EBS系统作为实施平台。在实施过程中,面临了如何满足烟草行业个性化应用、如何支撑集团业务管理变革以及如何进行项目跟踪管理三方面的挑战,项目团队针对性的提出了"131"管理方法,即1套项目实施方法论,3个项目实施核心策略,1个项目实施支撑机制。通过"131"管理方法,解决了实施大型成品套装软件带来的诸多问题与风险,保障了ERP系统的成功实施,为大型国有企业实施成品套装软件积累了成功经验。
Shanghai Tobacco Group(hereinafter referred to as "the Group") has been a leading role of enterprise informatization in Chinese tobacco industry. Most IT systems are customized to work for the Group's businesses. For the past years, highly customized information systems have supported the development of the Group's various businesses. However, in recent years, in order to response the strategic calls for State Tobacco Monopoly Administration and achieve management goals such as unifying IT platform for key business processes, the Group launched ERP project and introduced ORACLE EBS product suit as the main implementing software in 2014. In the project process, the Group encountered three aspects of challenges such as satisfying personal applications, supporting management change, and managing such a complicate project. Accordingly, ERP project team proposed "131" project management practice as the solution: "1" methodology, "3" strategies and "1" mechanism. "131" Practice solved and avoided many problems of applying software product suit in a state-owned enterprise, guaranteed the success of ERP implementation and provided a series of successful ERP implementation experience for other large state-owned tobacco enterprises.
