坦赞铁路后的非洲:回顾中国参与区域基础设施开发而深化和拓展非洲一体化的经验

摘要
在非洲,由于整个大陆基础设施极其落后,长期以来,区域经济融合的努力和全面整合55个国家的尝试一直举步维艰。由于各自不同的殖民境遇,这些国家结构错位,地缘分割。这是导致非洲国家之间经济来往少、域内贸易不多的成因之一。中国大量投资于区域性基础设施项目,中非合作伙伴机制推动了非洲实际上的一体化。这种伙伴关系可以追溯到里程碑项目的坦赞铁路,又称"自由铁路"。1968—1976年建设的这条铁路连接赞比亚城镇卡皮里姆波希与坦桑尼亚港口达累斯萨拉姆。本文认为,区域性基础设施建设具有推动非洲一体化的作用,本文旨在评估中国自修建坦赞铁路以来在发展非洲区域性基础设施方面的经验、面临的挑战和前景。为了达到可信的分析效果,本文选取了有中国资金支持或由其国家级企业承建的、具有区域影响的跨国/跨境重要项目或超大项目,侧重评估这些项目对推动非洲大陆实现一体化的贡献程度。最后,本文就中非合作可以采取的跨境基础设施建设实施模式和途径提出新的想法。
Regional economic integration efforts in Africa,and attempts to physically integrate the 55 African countries which were structurally dislocated and physically disjointed by their colonial circumstances,has always been frustrated by the huge infrastructure deficiency across the continent.This is one of the contributing factors to low trade intra-African trade an limited economic exchanges amongst African countries.The China-Africa Partnership has stepped in to catalyse the physica integration of Africa through massive Chinese investments into regional infrastructure projects.The partnership can be traced back to the construction of the landmark Tanzania-Zanbia Railway project,also referred to as the "Uhure Railway",constructed between 1968-1976 to link the Zambian Town of Kapiri-Mposhi and Tanzanian port of Dar es Salaam.This paper presents an argument for regional infrastructure development as a catalyst for African integration and takes stock of China's experiences,challenges and prospects in African regional infrastructure development since the TAZATA project.For the purposes of feasibel analysis,the paper selects major trans-national/trans-boundary projects and/or mega-projects undertaken through Chinese financial assistance or by Chinese enterprises at national level with regional impacts and critically evaluate the extent to which these projects have contributed to the physical integration of the continect.At the end,new ideas will be proffered on possible cross-border infrastructure delivery models and approaches that can be adopted within the framework of China-Africa Partnership.
