摘要
依托行政审批制度改革的总体业务框架,从省级层面整体管理的高度构建投资项目在线并联审批监管信息系统,实现"项目全覆盖、审批全流程、管理全方位、监管全过程"的建设目标。系统基于UniEAP?的核心框架,采用面向对象技术和基于组件技术,设计三层分布式架构,以保证系统功能和流程实现的灵活性和扩展性,满足并联审批复杂业务逻辑可定制和可管理的需求。本文首先提出投资项目在线并联审批监管信息系统的建设目标和建设思路,然后详细阐述了系统架构设计、系统流程设计和功能模块设计,最后针对系统在省级投资项目管理部门的应用情况和存在的问题,对下一步进行展望。
Based on the overall business of administrative examination and approval system reform framework,from the provincial level the height of the overall management building supervision information system for examination and approval of investment projects online in parallel. realizing a complete coverage of the project, the whole process of examining and approving, managing the construction goal of all-round, whole process supervision. The core of the system based on Uni EAP ? framework, using object-oriented technology and based on component technology, distributed architecture design, ensure system function and implementation process of flexibility and extensibility, meet complex business logic of examination and approval in parallel to customization and management requirements, at first, this paper puts forward for examination and approval of investment projects online parallel regulatory information system construction goal and the train of thought, and then expounds the system architecture design, system process design and function module design, finally aimed at the system, the application of the investment project management department at the provincial level and the existing problems, the paper points out the next step.
