摘要

在经济全球化和科技进步发展的背景下,地区的发展模式发生变化,各类人才的发展成为地区间竞争的核心。本文从研究比较各地区人才政策着手,选取北京、上海、广东、江苏、浙江五个在全国范围内经济发展较快的地区为样本,以五地区具有代表性的人才政策为依据,从人才引进、人才培养、人才激励三个方面进行比较分析,自此基础上用层次分析法AHP构建人才政策的评价体系,分析出人才引进标准及人才激励发展性和福利性为主要影响因素,最后得出五地人才政策的体系完善度比较顺序为京沪粤苏浙。据此总结五地人才政策存在的问题,并对完善和创新人才政策提出了建议。
In the context of economic globalization and scientific-technical progress,regional development patterns change,and therefore the development of various talents becomes the core of regional competition.The thesis starts from studying and comparing talents policies between different regions,takes five typical regions with rapid economic development in China-Beijing,Shanghai,Guangdong,Jiangsu and Zhejiang as examples,takes the typical talents policies in five regions as basis,and conducts comparison and analysis of talents introduction,talents cultivation and talents motivation.On the basis of above contents,analytical hierarchy process(AHP)is applied to structure the evaluation system of talents policies,to analyze that the standards of talents introduction,talent motivation expansibility and welfare are the main influential factors,and to summarize that the talents policies system perfection sequences for above five regions is Beijing,Shanghai,Guangdong,Jiangsu and Zhejiang.Finally the existing problems of talents policies of five regions are summarized and recommendations for perfecting and innovating talents policies are proposed.
