摘要
为有效解决综合管廊PPP项目绩效评价无法同时考虑每个阶段、各利益相关者的利益需求与工作执行情况等问题,运用霍尔三维结构,从利益相关者角度对其决策阶段、建设阶段、运营移交阶段的绩效评价指标进行识别,建立系统的绩效评价体系,为综合管廊PPP项目绩效评价提供参考。
        In order to effectively solve the problem that PPP project performance evaluation model of utility tunnel can not take into account the stakeholders' interest needs and work performance at all stages at the same time,this paper uses Hall's three-dimensional structure to identify the performance evaluation indicators of decision-making stage,construction stage and operation transfer stage from the perspective of stakeholders,and establishes the systematic performance evaluation system,in order to provide reference for PPP project performance evaluation of utility tunnel.
