康巴什新区城市产业发展现状与对策研究

研究目的:中国众多城市为谋求更大发展空间而建设城市新区,而西部地区城市产业与其经济发展实际存在很多问题,本文以内蒙古康巴什新区为例,分析其现状和存在问题,为引导中西部城市健康发展寻找合理对策。研究方法:实地调查、数据案例分析、ArcGIS制图等。研究结果:康巴什新区存在第二产业竞争力弱、产业集聚效益较低、房地产业发展不平衡、城市吸引人口能力弱等问题。研究结论:康巴什新区应以发展民族文化旅游业为核心,以产城融合为方向,吸引和培育新型产业,因地制宜完善产业结构,推进物流园区、装备制造基地建设;增加对高等教育事业的投入、强化高等职业教育与产学研结合;加强与西部能源经济区城市间产业衔接,发挥系统协调功能,增强辐射带动作用。
Many cities in China set up the new district in pursuit of greater development space.Many problems occur in the urban industry and its economic development in the western region.Taking Kangbashi New District in Inner Mongolia as an example, its status quo and problems are analyzed and the reasonable countermeasures are found. The methods of the paper include field survey, data-case analysis, ArcGIS and so on. The results show the problems in Kangbashi New District, such as weak competitiveness of the secondary industry, low benefit of industrial agglomeration, imbalanced development of real estate industry and weak ability of population attraction. In conclusion, developing ethnic cultural tourism industry should be regarded as the core policy and the integration of industry and urban development should be taken as the main direction. New industries should be introduced and fostered. Industrial economy should be promoted according to the context-specific conditions. Industrial structure should be optimized. The construction of logistics park and equipment manufacturing base should be facilitated. The higher education investment should be increased. The integration of higher vocational education and industry-university-research relation should be enhanced. Strengthening the intercity industrial connection with the western energy economic zone, giving full play to the coordination role of the system and enhancing the radiation driving effect.
