摘要

"一带一路"建设新一轮的推进态势表明,当前应当把东北方向陆海丝绸之路经济带开发作为全面经略海洋、建设海洋强国的主要目标。为实现这一目标,要以全面振兴东北为依托,以渤海海峡跨海通道开发为杠力,撬动全面振兴东北的重点战略工程。通过开发东北方向丝绸之路经济带,中俄合作开发东北方向海上丝绸之路,打造辽东湾海水西调跨区域生态经济带,创建东北亚自由贸易先导区战略平台,力挺大连创建世界海洋城市总部,创建繁荣东北东边道经济带,加快打造北黄海沿岸经济带,创建兴安盟精准扶贫示范基地工程,深耕旅顺口国家级健康养老示范基地等九大举措,可以联通亚欧两大世界重量级市场,协调全球沿海城市和海岛城市关系,创建海上运输新格局,整合东北重要城市和沿海资源,为环黄海经济圈国际合作开发提供新支撑。
        The new development trend of"the Belt and Road Initiative"shows that the development of the land and sea silk road economic belt in northeast China should be taken as the main goal of comprehensively developing the ocean and building Marine potestatem. In order to achieve this goal, we must rely on the comprehensive revitalization of northeast China, and the development of the Bohai strait cross-sea channel, to pry the key strategic project of the comprehensive revitalization of the northeast China. By developing the northeast silk road economic belt, the china-russia cooperation development of northeast sea silk road, building regional ecological economic zone of west tune sea in Liaodong bay, creating the platform forerunner area of northeast Asia free trade strategy, creating the world's oceans city headquarters in Dalian, creating and achieving prosperity in northeast east road economic belt, building the north yellow sea coastal economic belt quickly, creating Xinga'n league accurate demonstration base for taking targeted measures in poverty alleviation, developing Lyshunkou national healthy demonstration base,these nine big measures can help China to link Asia and Europe, the two world heavyweight market, together, coordinate the relationship between global cities and coastal island city, create a new pattern of maritime transport, and integrate important cities and coastal resources in northeast China, provide new support for international cooperation and development in the yellow sea economic rim.
