基于“互联网+”的政府投资项目廉情预警评估系统的构建及应用——以Z市廉情预警评估系统模型及其应用为例

摘要
以科技预防为手段,基于"互联网+"技术开发的政府投资项目廉情预警评估系统,其模型由廉情指标、廉情等级和廉情指数三级指标组成,具有廉政风险识别、信息采集分析、实时预警评估等功能。该套指标体系的设计,丰富了预防腐败工作的方式和手段,实现了工程建设程序规范、造价控制明显下降、全程定量监控,解决了政府投资项目监管难的问题;通过树立系统理念、加强常规督导、严格审核评估、实行定量管理,构建了基于"互联网+"的政府投资项目预防腐败工作新格局。
Making use of scientific measures, the assessment and warning system for situations of integrity in government-invested projects based on "Internet+"technologies is composed of the three layers of indicators, namely integrity situation indicators, integrity level and integrity index, and it fulfills the functions of recognizing integrity risks, collecting information and a performing analyses, and real-time warning and evaluation etc. The creation of such an indicator system enriches the means and modes for anticorruption efforts, realizing regulated construction procedures, considerably reducing construction costs, realizing all-process controlled quantitative supervision, thus resolving the difficulty in the supervision of government-invested projects, and helps establish the systematic notion, strengthen routine directions, enforce evaluation and assessment, practice quantitative management, a new situation corruption prevention based on "Internet+"having been constructed.
