民办高校融资路径优化与选择策略

摘要
民办教育新法新政的出台,为民办高校畅通融资路径、吸引更多社会资源进入教育领域提供了法律与政策依据。目前,民办高校可以在办学积累滚动发展、物权抵押贷款、收费权质押贷款、融资租赁、资产证券化融资、PPP模式、混合所有制办学、上市融资等融资路径上,合理运用"政策之手"和"市场作用",以创新态势落实综合性优化举措,打好融资路径选择"组合拳",有效激发教育投融资潜能,破解民办高校办学资金需求的瓶颈问题。
The new law and new policy of private education provides a legal and policy basis for private colleges and universities to smooth the financing path and attract more social resources into the education field.At present, private colleges and universities can be in the following financing paths, such as running school accumulation rolling development, property mortgage loans, charging rights pledge loans, financial leasing, asset securitization financing, PPP mode, mixed ownership education, listing financing, etc.Colleges and universities should rationally use the "policy hand" and "market role" to implement comprehensive optimization measures in an innovative situation, and make a good choice of "combination boxing" in financing channels, which will effectively stimulate the investment and financing potential of education and solve the bottleneck of the funding needs of private colleges and universities.
