摘要

为发展我国学前教育,解决"入园难""入园贵"问题,我国政府开启了"学前教育三年行动计划"。两期计划实施以来,我国学前教育财政投入取得显著成效,学前教育财政投入明显增长,学前教育资源快速扩大,建立了幼儿资助制度,幼儿园教师队伍得到有效扩充。在取得成效的同时,我国学前教育财政投入也存在总量不足、分配不均衡、重硬件轻软件、使用效率不高等问题。为解决这些问题,提出进一步完善我国学前教育财政投入的政策性建议:加快学前教育立法,从根本上保障学前教育财政投入;厘清各级政府财政责任,加大财政投入力度;明确财政投入的重点与方向,促进学前教育均衡发展;提高幼儿园教师队伍建设的经费投入;加强对学前教育财政经费的监管,提高其使用效率。
        Since the implementation of the two-phase "three-year action plan for preschool education",the financial input of preschool education in China has achieved remarkable results. The financial investment in preschool education has increased significantly.The resources for preschool education have expanded rapidly.A child support system has been established and the kindergarten teachers have been effectively expanded.At the same time,China's preschool education financial input also has problems such as insufficient total amount,uneven distribution,heavy hardware and light software,and low efficiency.In order to solve these problems,we propose some policy recommendations:(1)accelerate preschool education legislation and fundamentally guarantee financial investment in preschool education;(2)clarify the financial responsibilities of governments at all levels and increase financial input;(3)clarify the focus and direction of financial investment and promote the balanced development of preschool education;(4)improve the financial input of the construction of kindergarten teachers;(5)strengthen the supervision of financial investment in preschool education and improve its efficiency.
