我国与部分国家公务员工资极差比较分析

摘要
公务员工资极差是指不同职位等级公务员的最高薪酬与最低薪酬之间的倍数。各国一般行政类公务员的工资极差大小不等,但都保持一定的倍数。美国普通行政系列公务员高低倍比为7.28倍;英国总体为13.5倍;法国为14.96倍;德国为6.65倍;澳大利亚为8.93倍;日本最小,各职类公务员工资最高倍比为4.7倍。中国公务员工资总体极值差为8.93倍。完善我国公务员工资制度,有必要借鉴国外经验,分别设置高级公务员工资和普通公务员工资序列,适度提高不同类别公务员的工资极差,为扩大公务员工资极差和档距提供空间。
        The pay range of civil servants refers to the multiple proportions between the highest pay and the lowest pay of civil servants of different positions and levels. Although pay ranges of the general administrative civil servants in different countries vary, they all keep a certain multiple. The pay range of civil servants in the general administrative civil servants is in the multiples of 7.28 in the United States, 13.5 in the United Kingdom, 14.96 in France, 6.65 in Germany, 8.93 in Australia,and 4.7 in Japan, becoming the minimum. In China, the pay range is in the multiples of 8.93. In order to widen the pay range and the gap of pay level of civil servants, it is necessary to draw lessons from foreign experience to improve the pay scheme for civil servants in China, to create pay series for senior civil servants and ordinary civil servants respectively, and to increase the pay range of different categories of civil servants moderately.
