吉林省民营企业发展的现状、问题及对策

摘要
吉林省民营经济的比重大,对地区经济发展的贡献高,但主要集中于第三产业,经营状况欠佳,亏损企业较多。规模小,抵抗风险能力差;产业布局不合理;人才匮乏,缺乏创新;产品档次低,知名品牌少,是吉林省民营经济存在的主要问题。管理方式及思想观念落后、缺乏有效的市场主体、融资难、政府对民营经济的支持力度不够等因素是制约吉林省民营经济发展的主要障碍。因此,应从倡导创业文化,催生企业家精神;加强研发投入,以创新引领发展;改善融资环境,建立合理的民营企业创业税收制度;加大政府扶持力度等方面采取有力的政策措施,促进吉林省民营经济快速健康发展。
The private economy of Jilin Province accounts for a great proportion in economy and makes great contribution to the development of regional economy. However,it is mainly concentrated in the tertiary industry.Lots of enterprises are in deficit due to the poor operation. There are many problems in the private economy of Jilin Province such as small scale,poor resistance to risk,unreasonable industrial layout,insufficient talents,lack of innovation,low product quality and only a few well-known brands. There are major obstacles to the development of private economy in Jilin Province such as backward management methods and ideological concepts,inefficient market subjects,difficulty in financing and insufficient government support for the private economy. Effective measures should be taken to promote the rapid and health development of private economy in Jilin Province. Firstly,it is necessary to promote entrepreneurial culture in order to create entrepreneurship. Secondly,it is important to strengthen R&D investment to lead development with innovation. Thirdly,it is essential to improve the financing environment so as to establish a reasonable entrepreneurship tax system for private enterprises. Last but not least,it is vital to strengthen the government support.
