摘要
由于养老地产PPP项目投资成本高、投资环境复杂、投资回收期长等特点,使项目开发存在较高的风险。基于霍尔三维模型建立养老地产PPP项目风险模型,在霍尔模型逻辑维中引入WSR理论,并基于WSR理论从"人"、"事"、"物"三个层面,总结出养老地产PPP项目过程中的风险因素,运用模糊综合评价方法对各项风险进行动态评价,并针对主要风险因素提出规避风险的建议,以期为社会资本对养老地产PPP项目风险分析或项目评价提供依据。
        Due to the characteristics of high investment cost, complicated investment environment and long investment recovery period of PPP projects for the elderly, the project development has high risks. Based on the Hall three-dimensional model, the PPP project risk model for pensions is established. The WSR theory is introduced into the logical dimension of the Hall model. Based on the WSR theory,the PPP project for the elderly is summarized from three levels of "person", "thing", and "material". The risk factors in the process of pension real estate PPP project are summarized, and the fuzzy comprehensive evaluation method is used to evaluate the various risks dynamically, and the risk avoidance suggestions are proposed for the main risk factors, in order to provide the basis for the social capital's risk analysis or project evaluation of the pension real estate PPP project.
