天津市制定环保职责清单的经验研究

摘要
天津市近年来积累的环境问题和近期发生的环境灾难事件要求负有环保职责的行政主体切实履职。环保职责清单制度能够划清行政职能与市场、政府与环境保护主管部门之间、环境保护主管部门与各相关职能部门之间的界限。天津市应本着建设有效政府的目标,建立简政放权、加强监管、切实可行的环保职责清单。
The environmental problems accumulated in Tianjin in recent years and the recent environmental disaster incidents require the administrative subject with environmental responsibility to fulfill their duties. The list system of environmental responsibility can distinguish between administrative functions and market, between government and environmental protection authorities, and between competent departments of environmental protection and related functional departments. In order to build an effective government, Tianjin should set up a feasible list of environmental responsibilities, thus streamlining administration, delegating power, and strengthening supervision.
