中国北极公共外交的价值、路径及限度

摘要
全球气候变化和全球化使北极地区在全球地缘政治格局中的地位得以提升。中国作为北极事务利益攸关方,在北极地区拥有重要的环境、科研、政治和经济利益。积极开展北极公共外交,有助于降低中国参与北极事务的身份制约,为中国深度介入北极治理创造良好的国际环境。北极公共外交涉及理念确定、主体选择、平台运用、对象筛选等多个相互关联的具体维度。我国应该从这些具体维度出发,从顶层"设计好"中国北极公共外交体系,消除外界对中国北极事务参与的疑惑和误读,提升中国北极治理话语权,籍此维护中国在北极地区的国家利益。
Global climate and globalization has put the Arctic region into the center of global geopolitics.As an Arctic stakeholder,China has environmental,scientific,political and economical interest in the Arctic region.Promoting Arctic public diplomacy actively can reduce the identity restriction and create favorable international environment for China's deeply involvement in the Arctic affairs.Arctic public diplomacy includes several dimensions,such as concept choice,subject selection,platform application and object selection.China should make top level design on the Arctic public diplomacy system,eliminate the doubts and misreading about China's Arctic affairs participation,enhance China's discourse on the Arctic governance and safeguard China's national interest in the Arctic region.
