With the development of arms competition and communication technology, more and more attention has been paid to the radio communication technology of ocean surface. In this paper, according to the problem of the propagation loss of different surface signals, the surface loss models of calm and turbulent sea surfaces are established using Fresnel principle and Miller-Brown model respectively, and the model is used to modify the shading benefit of ocean waves through the narrow angle parabolic equation.By comparing the two sea surface models, it is found that the incident angle is positively correlated with the difference of the signal loss between the calm sea surface and the turbulent sea surface. Finally, the concept about Signal-to-Noise ratio(SNR, S/N) model is introduced. It is concluded that the maximum number of strips of 100-watt high frequency constant carrier signal in the multi-hop model of calm sea is 10 times, which has certain engineering practical significance.
