美国档案捐赠工作特色及启示

摘要
接收捐赠档案是国家综合档案馆收集对国家和社会有利用价值的非国有档案的一条重要途径,围绕捐赠档案展开的档案捐赠工作成为保存人类文明的重要阵地。在收集手稿并提供利用基础上发展起来的美国档案捐赠工作,具有成熟的管理和工作模式。虽然我国没有成熟的手稿经济价值鉴定市场和捐赠档案免税制度,但可以借鉴美国档案界系统化的管理方法和以利用为导向的工作模式,主导对捐赠者所享有著作权的处理方式,采用后保管模式整理捐赠材料,创新宣传和提供利用捐赠材料的工作模式。
Receiving donated archives is an important way for the national comprehensive archives to collect non-state archives that are of great value to the country and society. American archival donation work has a mature management model and working model. Although no mature manuscript economic value appraisal market in China and donates archives exemption system, but can draw lessons from the American archivist circle systematic management method and using oriented work mode, leading to donors copyright enjoyed by way of processing, using the model after keeping donated materials, innovation promotion and provide the operation mode of the use of donated materials.
