摘要
本文基于创新发展理念,将政府通过制度创新推动农业保险深入持久发展作为逻辑主线,以保险经济学、福利经济学和制度迁移理论等作为理论基础,对实现农业保险可持续发展的前提条件、农业保险发展的现实困境、高新技术挑战、农业保险扶贫的战略要求、制度创新的重要举措等国内外文献进行梳理与归纳。最后,结合时代背景,对农业保险的深入创新发展提出研究展望。
        At present,China's agricultural insurance development theory research has made great achievements,but promoting the sustainable development of agricultural insurance system innovation behavior of the government seems to be relatively scarce.Based on the concept of innovation and development,the government promotes the sustainable development of agricultural insurance through the system innovation behavior as a clue,taking insurance economics,welfare economics and system transfer theory as the theoretical basis,the prerequisite of the sustainable development of agricultural insurance,the realistic predicament of the development of agricultural insurance,the challenge of high technology,the domestic and foreign literatures,such as the strategic requirement of the poverty alleviation by agricultural insurance and the important measures of system innovation are sorted and summarized.Finally,combining with the background of the era,this paper prospects the further innovation and development of agricultural insurance.
