美国海洋渔业资源开发政策分析及与中国的比较
摘要
随着人类对海洋渔业资源的过度捕捞,世界各国均面临着海洋渔业资源的衰退。基于此,本文立足于美国海洋渔业资源的开发捕捞总量变化以及捕捞的区域分布等特征,分析了美国海洋渔业资源开发现状。在此基础上,重点分析了美国海洋渔业政策的主要目标、实施原则及基本内容,并与中国海洋渔业资源开发政策进行比较,结果发现,中国海洋渔业资源开发要保持其可持续发展,就必须完善海洋渔业资源评估体系、海洋渔业管理计划和分配计划,以及海洋渔业监测制度。
With the excessive fishing,all countries in the world are faced with the problem of declining marine fishery resources.Based on characteristics of the changes in the total amount of marine fisheries exploitation and the distribution of fishing areas in U.S.,this paper analyzes the current development of marine fishery resources in U.S..On this basis,the main objectives,implementation principles and basic contents of the marine fishery policy in U.S.are analyzed emphatically,and the comparison with the marine fishery resources development policy in China shows that it is necessary to improve the marine resources in order to maintain the sustainable development of marine fishery resources in China.
