沪陕传染病防控体系职责分工明确程度分析

摘要
目的了解沪陕两地传染病职责分工明确程度,分析其对传染病发病率的影响。方法收集沪陕两地传染病防控工作公开政策文件,从中摘录并量化相关信息,评价两地职责分工明确程度,运用Spearman相关、简单线性回归等方法分析职责分工明确程度与传染病发病率之间的关系。结果沪陕两地传染病防控体系职责分工明确程度分别由2000年的26.31%、29.38%上升至2017年的46.63%、40.97%;其与传染病发病率呈显著负相关(P<0.05),相关系数分别为-0.82,-0.80,调整R~2分别为0.72,0.30。结论沪陕两地传染病防控体系职责分工明确程度提升对传染病发病率的降低有一定的推动作用,且上海市大于陕西省。
Objective To compare the clearness of responsibility division of infectious disease prevention and control system between Shaanxi and Shanghai,and analyze its impact on infectious disease incidence. Methods All public documents related to the work of prevention and control of infectious diseases in Shanghai and Shaanxi were collected,the relevant information was extracted and quantified,and the clearness degree of well-defined responsibilities was evaluated.Spearman correlation and linear regression were used to analyze the relationship between the clearness of responsibility division and infectious disease incidence. Results The degree of clearness responsibilities division of infectious disease prevention and control system in Shanghai and Shaanxi increased from 26.31% and 29.38% in 2000 to 46.63% and 40.97% in 2017,respectively.A significant negative correlation was found both in Shanghai and Shaanxi(P<0.01).The correlation coefficient was-0.82,-0.80(P<0.01)respectively,and the adjustment R~2 was 0.72 in Shanghai,and 0.30 in Shaanxi. Conclusion The clear responsibilities division of the infectious diseases prevention and control system in Shanghai and Shaanxi has a certain role in the reduction of the incidence of infectious diseases,and Shanghai is better than Shaanxi.
