水利行业事业单位检测机构如何在竞争中求发展

摘要
随着政府对检测机构约束的逐渐放开,检测市场逐步市场化,检测市场竞争愈发激烈,水利行业事业单位检测机构面临着前所未有的冲击。当前水利行业单位检测机构正处于改革转型期,如何在日益激烈的竞争中求发展是从业者不得不思考的问题。结合工作实际,基于水利行业检测机构发展现状,从资源优势、人才优势、政策优势3个方面分析了水利行业事业单位检测机构面临的机遇,针对水利行业检测机构存在的发展迅速、检测费用标准执行差、招投标市场混乱等主要问题,从加大业务拓展、培养和引进科技人才、注重品牌效应打造、强化质量管理等4个方面提出水利行业事业单位检测机构如何适应检测发展趋势的具体措施,以期持续有效提高水利行业事业检测机构的核心竞争力。
Along with the gradual release of the government 's constraint on testing organizations,those institutions in public organizations of water conservancy industry face unprecedented impact as the market generally adopts its principle and competition increase fiercely. Hence,it has to be considered how to develop in this situation under revolution and reforming. Judging from working practice and current status,this paper analyzes the opportunities faced by the testing institutions in public organizations from three aspects: resource advantage,talent advantage and policy advantage.Regarding the main issues resulted from excessively rapid development of testing companies in water industry,poorly execute of testing fee standards,and chaotic bidding market,measures to adapt to the market tendency are discussed from four aspects: business expansion,scientific research talent,brand creation,and management strengthening.
