河北省与中东欧国家经济合作的现状及对策研究

摘要
在国家"16+1合作"大背景下,河北省从2014年起全面启动与中东欧国家的交流与合作,特别是在优势产能转移、招商引资、现代农业开发合作等方面取得较大进展。在经济合作领域已初步形成了国际产能合作中"市场先行"的河钢模式、"政治搭台,经济唱戏"的中捷模式。分析河北省与中东欧国家经济合作中存在的问题,从增加政策与资金扶持力度、推进与中东欧国家人才引培工程、深化对欧交流机制、增强宣传力度等方面提出了对策建议。
Under the national big background of "16+1 cooperation",since 2014,the exchanges and cooperation with central and eastern Europe countries are comprehensively started,especially in the advantage capacityshift,investment promotion and capital introduction,modern agriculture development cooperation have made great progress.In the field of economic cooperation has been initially formed "market first" Hebei steel models in the international capacity cooperation, and the Sino-Czech model of "politics plays,economy acts".Thorough analysis on problems existing in the central and eastern European countries economic cooperation,and from the increase policy and fund support,we should promote and central and eastern European countries led engineering culture,deepen the mechanism for the communication,and enhance propaganda,etc.

(1)2015年5月,经河北省人民政府批复,沧州渤海新区中捷产业园区在中捷农场的基础上成立河北沧州中欧产业园,这是河北省唯一一家省级国别产业园。2016年,河北省开发区体制改革后,按照“一域一区”的原则,中欧产业园与中捷高新区进行整合,实行“区园同创”,园区规划面积36.75平方公里。目前,中捷产业园已形成“3+1”的“大中捷”体制格局,即中捷产业园区、中捷高新区、中欧产业园三块省级开发区牌子。2018年经国家工信部批复,同意在中捷产业园区设立中国中东欧(沧州)中小企业合作区。
