从区域资源禀赋看打造高品质城市——以北京市海淀区为例

摘要
通过梳理海淀区资源禀赋的现状,总结出"资源要素丰富多样、核心资源支撑有力、科创优势特色突出"的特点,分析出资源制约性存在的"三不足"问题。着眼于建设全国科技创新中心核心区、以打造高品质人文宜居新型城市形态为目标,以减量发展作为首都高质量发展新航标,精心织补城市功能,做好全方位的优化资源禀赋安排,是打造高品质城市的重要保障。在上述分析的基础上,本文提出了未来打造海淀高品质城市应采取的措施和路径选择。
This paper analyzes current situation of area resource in Beijing Haidian District, summarizes its characteristics as abundant resource, powerful core resource and characteristic scientific and creation advantage and find out three disadvantages. Paying more attention to construct national center for scientific and technological innovation, taking high quality new cultural livable city as goal, taking development of reducing as capital high quality development direction and optimizing resources in all sides are important assurances to construct high quality city. Based on this analysis, this paper raises up methods and ways of Beijing Haidian District to construct high quality city.
