浙江省大陆自然岸线综合管控对策研究

摘要
指出了海岸线是海洋经济发展的"生命线",浙江省点多线长且类型丰富的海岸线资源对浙江显得尤为重要,海岸线不仅是沿海地区生态环境的重要基础,也是推进海洋经济发展示范区和舟山群岛新区建设的重要依托和保障要素。近年来随着浙江沿海地区经济社会快速发展,海岸线和近岸海域开发强度不断加大,近岸空间资源过度开发、海岸线无序利用现象日益加剧,海岸线资源保护与开发利用的矛盾日渐突出。前期海岸线保护缺少针对性和层次性,未能形成统一有效的差别化管理模式,如何有效管控已成为急需解决的问题。基于浙江省大陆自然海岸线开发利用现状和面临的问题,从大陆自然海岸线分类保护,整治修复,实现经济效益、社会效益与生态效益相统一等方面开展了研究,提出了综合管控的对策与建议,以期为浙江省大陆自然海岸线综合管控工作顺利开展和实施提供参考。
The coastline is the lifeline of the development of Marine economy.It is very important for Zhejiang Province to have long and rich coastline resources.The coastline is not only an important base for ecological environment in coastal areas;it is also an important basis for promoting the development of Marine economy and the construction of Zhoushan islands.In recent years, with the rapid economic and social development of coastal areas in Zhejiang, the development intensity of coastlines and coastal waters has been increasing. The over-exploitation of near-shore space resources and the disorderly use of coastlines have intensified. The contradiction between the protection and development of coastline resources has become increasingly prominent.In the past, the lack of pertinence and hierarchy of coastal protection has failed to form a unified and effective differentiated management mode.How to manage effectively has become a historic problem that needs to be solved urgently.Based on the current situation and problems of natural coastline development in Zhejiang Province, the research is carried out on the protection of the natural coastline of the mainland, the renovation and restoration, the realization of the unification of economic benefits, social benefits and ecological benefits, which provides reference for the smooth development and implementation of the comprehensive control of natural coastline in Zhejiang Province.
