福建林业服务组织发展对策研究

摘要
在有限的土地资源使用条件下,通过专业化的分工实现科学、高效营林是提高森林经营效率的必由之路。根据集体林权制度改革监测福建项目组2018年监测成果及福建省工商统计数据,系统分析了福建省当前林业服务组织面临的问题,运营成本高昂、业务范围扩展难、项目招投标方式"不公平"、从业人员年龄偏大、农户认知低等。就进一步解决林业服务组织经营问题、完善林业服务组织发展制度、促进林业产业升级,提出具体对策建议。
Under the condition of limited land use, scientific and efficient forest management through specialized division of labor is the only way to improve the efficiency of forest management. Based on the monitoring results of Fujian project team on collective forest tenure reform in 2018 and the statistics of industry and commerce in Fujian Province, this paper systematically analyzed the facing problems of the current forestry service organizations in Fujian Province, such as high operating costs, difficult to expand their business scope, unfair bidding methods, the employees are older, and the farmers' perceptions are low. This paper put forward specific countermeasures and suggestions on further solving the problems of forestry service organization and management, to improve the development system of forestce service organization and Promote the upgrading of forestry industry.
