基于TOPSIS和聚类分析的城市建设用地潜力利用时序配置——以石家庄市为例

摘要
以石家庄市为例,通过测算建设用地土地集约利用潜力,运用TOPSIS多目标逼近法、系统自然断点法和系统聚类分析,计算潜力时序配置系数分值,探索潜力时序配置方法,分析了城市建设用地潜力挖潜的时间和空间布局,并提出在现有经济、技术和规划前提下合理安排潜力挖潜的时空优先顺序.结果表明,时序配置等级确定为短期优先挖潜区、近期次先挖潜区、远期后先挖潜区和远期末先挖潜区4个级别,配置方案分为单一类型配置和综合配置两类.单一类型配置方案中,基于全面改造的短期优先挖潜区主要为可实施整体改造的城中村,近期次先挖潜区主要为适合通过整体建设的空地;基于现实条件改造的短期优先挖潜区主要为可实施整体改造的批发市场,近期次先挖潜区主要为利用效率低、应提高用地容积率的居住功能区.综合配置方案中,可通过整体改造方式挖潜的短期优先挖潜区26个,面积为776.16 hm~2;土地利用效率较低、相对便于挖潜的近期次先挖潜区37个,面积为1 258.96 hm~2;开发难度大、提升经济潜力较低的远期后先挖潜区119个,面积为6 132.35 hm~2;改造难度大、造价高的远期末先挖潜区94个,面积为4 060.05 hm~2.规模潜力和经济潜力在空间分布上具有相似特点,总体均呈现出分布在中心城区边缘地带的特征.
        Taking Shijiazhuang City as an example to measure the intensive utilization potential of construction land,the TOPSIS multi-objective approximation method,system natural breakpoint method and system cluster analysis are used to calculate the potential timing configuration coefficient score and further explore the potential timing configuration method.It analyzes the time and space layout of urban construction land potential tapping potential,and further put forward the spatial and temporal priority of potential exploration under the precondition of economy,technology and planning.The research results show that the timing configuration level is determined as four levels,short-term first-mined potential area,recent-first-digging area,long-term first-mined area,and long-term first-digging area.The configuration scheme is determined as a single type configuration and comprehensive configuration.In the single-type configuration plan,the short-term first-mined potential excavation area based on comprehensive renovation is mainly urban villages that can implement overall transformation,and the recent first excavation area is mainly an open space suitable for overall construction,short-term priority area for potential excavation based on actual conditions transformation.Mainly for the whole sale market that can implement the overall transformation,and the recent first digging area is mainly for the use of residential areas with low efficiency,which should increase the land plot ratio.In the comprehensive allocation plan,26 potential short-term potential tapping areas with an area of 776.16 hm~2 can be tapped through the overall reconstruction method;37 lands with relatively low land use efficiency and relatively easy tapping potential have an area of 1 258.96 hm~2.After the long-term development is difficult and the economic potential is low,there are 119 digging areas with a total area of 6 132.35 hm~2.There are 94 long-term potential first-digging areas with high difficulty and high cost,with an area of 4 060.05 hm~2.The scale potential and economic potential have similar characteristics in spatial distribution,and they generally have the characteristics of being distributed in the edge zone of the central city.
