太湖流域水环境功能区划及其关键问题

摘要
河湖功能区划是增强太湖流域水环境管理的一项新研究。在自然经济属性相对统一的地区,河流功能否根据河道的空间分异性来划分。正是因为这一特征,人们应用区域层面的河湖功能区划的概念来建成由要素层、区划层和功能层组成的区域层面河湖功能区划体系,并分析了区划的方法和步骤,在太湖流域每个区域进行了河湖功能区划的实施。本文首先叙述了太湖流域水环境功能区划体系及意义,其次分析了太湖流域水环境功能区划中存在的关键问题,最后提出了几点完善措施。
        The functional zoning of rivers and lakes is a new study to enhance water environment management in the Taihu Basin. In areas where natural economic attributes are relatively uniform, river functions cannot be classified according to the spatial differentiation of rivers. It is precisely because of this feature that people use the concept of river-lake functional zoning at the regional level to construct a regional-level river-lake functional zoning system consisting of elemental, zonal and functional layers, and analyze the methods and steps of zoning in Taihu Lake. The implementation of river and lake functional zoning was carried out in each area of the basin. This paper first describes the water environment functional zoning system and significance in the Taihu Basin, and then analyzes the key problems in the water environment functional zoning of the Taihu Lake Basin. Finally, several improvement measures are proposed.
