摘要

小城镇的发展一直是中国城镇化方针的战略重点,而建设特色小镇则是新型城镇化背景下浙江省助力小城镇产业转型、人口集聚和文化传承的重要战略举措。从各地特色小镇建设实践来看,特色小镇作为一项省级层面主导的政策设计,是"产、城、人、文"四位一体有机结合的重要功能平台。而现行的小城镇控制性详细规划(以下简称"控规")编制内容是针对综合型城镇规划建设而制定,与特色小镇亮点内容契合度不高。文章以杭州市龙坞单元控规修编为例,通过对特色小镇内涵及其指引下的控规编制重点内容的解读,在传统小城镇控规编制内容的基础上,将特色小镇"特而强"、"聚而合"、"小而美"、"新而活"的四大亮融入其中,从产业转型、功能完善、空间塑形、开发机制四方面对特色小镇引领下的小城镇控规编制方法进行探索,以期为同类小城镇开发建设提供参考。
        The development of small towns has always been the strategic focus of China's urbanization policy,and the construction of special towns is an important strategic measure to help the industrial transformation, population gathering and cultural inheritance of small towns in Zhejiang Province under the background of new urbanization. From the perspective of the construction practice of special towns in various places, the special towns, as a provincial-level policy design,are an important functional platform for the organic integration of "production, city, people, and literature". The current detailed control planning for small towns(hereinafter referred to as "control regulations") is designed for integrated urban planning and construction, and it does not fit well with the highlights of special towns. The article takes Hangzhou Longwu unit control regulation revision as an example. Through the interpretation of the content of the characteristic town and the key content of the control regulation under its guidelines, based on the content of the control regulation of traditional small towns, The four lights of the special towns, "special and strong," "combined," "small and beautiful," and "new and living," are integrated into them. In order to provide reference for the development and construction of small towns of the same kind, this paper explores the methods of small town regulation under the leadership of characteristic towns from four aspects: industrial transformation, functional improvement, spatial remodeling and development mechanism.
