摘要
当前,国土空间规划对地质环境因素研究不够,导致不合理的规划问题频现,如土地规划中时常出现新划入的基本农田土壤重金属污染程度高,建设用地存在地面塌陷、滑坡崩塌、地面沉降、地裂缝等安全隐患,影响城市安全、资源节约、生态文明建设,制约经济社会的可持续发展。以苏州城市规划区为典型区域,以城市地质调查成果为基础,依据国家及行业标准,结合苏州实际地质条件,开展耕地适宜性及建设用地限制性评价,将评价成果作为空间管制依据,服务于国土规划及"三线"划定,引导地质环境与土地开发利用协调发展,为探索矿地融合的机制提供经验。
        At present, insufficient research on geological environmental factors in territorial spatial planning leads to frequent unreasonable land planning. For example, during land planning, newly planned basic farmland often has serious heavy metal pollution, and construction land often face potential risks of surface collapse, landslide collapse, land subsidence, ground fissures and other security risks, which have affected urban security, resource conservation, ecological civilization and restricted the sustainable development of economy and society. Taking the Suzhou urban planning area as a typical area, based on urban geological survey results, this work evaluated the suitability of cultivated land and restriction of construction land according to the national and industrial standards, in combination with the actual geological conditions of Suzhou. The evaluation results can be taken as the basis of spatial control, which will serve territorial planning and ″three-line″ delimitation, guide the coordinated development of geological environment and land development and utilization, and also provide experience for exploring the mechanism of mineral-land integration.
