摘要
为进一步巩固河湖长制长效机制,推进河湖长制主要任务落实,梳理了中央、水利部及太湖流域片各省(直辖市)关于河湖长制工作的总体要求,结合太湖流域片河湖特点及管理保护要求,依据相关标准和规程规范,围绕建立完善工作机制、落实主要任务、公众参与、激励与约束等方面建立太湖流域片河湖长制考核评价指标体系,并针对考核主体、方式、结果应用提出建议,以期为太湖流域片河湖长制考核评价工作提供基础支撑。
        In order to further consolidate the long term mechanism and promote the implementation of river chief system and lake chief system, this study combs the general requirements of the central government, the Ministry of Water Resources and the provinces about river chief system and lake chief system. Based on the characteristics of rivers and lakes in Taihu basin and the requirements for management and protection, this study put forward evaluation index system of river chief system and lake chief system for Taihu Basin under relevant standards and regulations, as well as application suggestion for evaluation subjects, methods and results. This evaluation index system involves establishing and perfecting the working mechanism, implementing the main tasks,public participation, encouragement and restriction, to provide basic support for the assessment and evaluation of river chief system in Taihu Basin.
