筑牢现代流通体系高质量发展的微观基础

摘要
现代流通体系高质量发展具有重要的全局意义,而现代流通体系运行质量取决于微观基础是否坚实牢靠,取决于体制转轨是否彻底。实体企业逃避承担商品所有权转移风险而被架空虚置,是现代流通体系高质量发展难以逾越的巨大障碍,也是微观基础遭遇系统性破坏的重要原因。因此,应择机推出现代流通体系强基固本的创新良策。现代流通体系的微观基础可分解为相互关联、相辅相成的三个方面:商品所有权自愿让渡制度基础、商业诚信基础、经商技能基础。在筑牢现代流通体系微观基础的过程中,必须深化改革,优化营商环境,加强自主渠道和自主品牌建设,树立诚信经商理念,为人工智能、互联网、物联网技术的应用准备专门人才,创造人工智能技术普及的环境条件。
The high-quality development of modern circulation system has great significance;while the operation quality of modern circulation system is determined by if the micro foundation is solid or not,and if the institutional transition is completely or not. Business entities are undermined because they did not help transferring risk,which is not only the huge barrier hindering the high quality development of modern circulation system,but also the important reason for why the micro foundation is suffering the systematic damage. So we should propose innovative suggestions to lay the solid foundation for the high quality development of modern circulation system. The micro foundation of the modern circulation system can be divided into the following three interactive aspects:the institutional basis for the volunteering transfer of commodity ownership,the basis of business honesty,and the basis of business skill. In laying the solid micro foundation of modern circulation system,we should deepen reform,optimize business environment,strengthen the build of self-owned channel and brand,foster the idea of honesty,cultivate more professionals with the skill of AI,Internet,and the Internet of Things,and create the sound environment for the spreading of AI related technology.
