新生代农民工就业创业的“四新”变化与对策建议――基于“百企万人”的调查分析

摘要
新生代农民工成为新时代农民工的主体,就业是其融入城市的立足之本,如何实现农民工的稳定就业是稳就业的关键所在。受国务院参事室的委托,课题组对新生代农民工就业创业的新情况进行"百企万人"实地访谈和问卷调研。研究发现:新生代农民工在就业和创业中出现"四新"变化,即就业渠道实现新拓展,"城归"创业呈现新趋势,个体诉求存在新动向,产业升级倒逼新技能。针对当前的诸多新变化,在国家层面需要在提升农民工技能培训力度、扶持农民工到新业态就业、修改劳动法律法规有关条款、拓展农民工参加城镇职工保险覆盖面、建立"城归"创业示范园区等方面进行政策创新,做好精准施策和政策落地,为新生代农民工走向高质量就业和持续创业提供新政策支持。
The new generation of migrant workers have become the main body of the new era of migrant workers, employment is the basis to integrate into the city, how to achieve stable employment and start their business is the key to stable national employment. Entrusted by the Counselor's Office of the State Council, the research group conducted a field interview and questionnaire survey on the employment and entrepreneurship of the new generation of migrant workers. it finds that the new generation of migrant workers show "four new" changes in employment and entrepreneurship activities, that is, new expansion in employment channels, new trend of "city return" entrepreneurship, new tendency in individual demands,and new skills driven by industrial upgrading. In view of the current many new changes, policy recommendations at the national level need to improve skills training, support the employment of new forms, modify labor law and regulations and expand social insurance for urban employees to them, to establish city entrepreneurship demonstration garden, make accurate and innovative policies and support work for the new generation of migrant workers to provide important guarantee for high quality employment entrepreneurship.
