摘要
自特朗普总统当政以来,美国在全球人才流动及中美人才交流方面的保护主义立场、民粹论调及单边主义政策已经成型,并在本轮中期选举中得到再一次的强化与验证。这种情况倒逼我国加快转型海外人才战略,尽快形成大数据筛选、市场化配置、中心城市重点吸引的应对方略,营造具有国际竞争力和中国特色的人才制度优势,实现"聚天下英才而用之,加快建设人才强国"的战略目标。
Since President Trump took office,U.S.'s unilateral policy to global talent flow and Sino-US talent exchange,accompanied by protectionism ground and populism arguments,has shaped. Moreover,such a policy has been strengthened and validated in the just past mid-term election. It forces China's transformation of overseas talent strategy,which involves in screening by the Big-Data technology,market deployment,attracting mainly by central cities. In this way, we can hold the institutional edge and international competitiveness,and achieve the strategic goal of "aggregating outstanding talents in the whole world and constructing the great power of talents".
