摘要

从产业链角度出发,运用结构向量自回归模型(SVAR)分析我国现行石油税费对成品油市场价格的影响机理。结果表明,不同种类石油税费对成品油市场价格的影响路径不同;上游资源税提升短期内会增加石油开采企业的生产成本,长期则会降低石油资源开发速度,起到稳定石油产品价格的作用;下游消费税提升在短期内会抑制成品油生产和需求,但长期抑制作用不明显,而且会通过增加成品油生产成本使成品油市场价格上升。
        From the perspective of industry chain, the article analyzes the influence mechanism of petroleum taxes on refined oil market price using the structural vector autoregressive model(SVAR). The results show that different types of petroleum taxes have different paths of action on the refined oil market price. China's resource tax will increase the production costs of oil extraction companies in the short term, while in the long term it will reduce the development speed of petroleum resources and stabilize refined oil price. Consumption tax will inhibit the production and demand of refined oil in the short term, but not in the long term. What's more, it will increase the refined oil market price by increasing the production cost.
