摘要

因铁路设计、施工周期长,投资规模大,工程造价存在着"概算超过估算、预算超过概算、结算超过预算"的"三超"现象,工程造价管理和成本控制效果并不理想。因而探讨如何控制铁路工程造价,降低工程成本,最大限度地发挥铁路在经济社会发展中的作用,具有一定的现实和理论意义。首先分析了铁路工程造价管理及其控制的重要性,然后说明了当下我国铁路工程造价管理基本内容,详细阐述了铁路工程造价管理与控制的措施,最后归纳了铁路工程造价管理控制中存在的问题。
        Due to the long design and construction period of the railway,the investment scale is large,and the project cost has the "three super" phenomenon of "the estimated budget exceeds the estimate,the budget exceeds the budget estimate,and the settlement exceeds the budget".The project cost management and cost control effects are not satisfactory. Therefore,it is of practical and theoretical signi?cance to explore how to control the cost of railway engineering,reduce engineering costs,and maximize the role of railways in economic and social development. Firstly,it analyzes the importance of railway engineering cost management and its control,then explains the basic content of railway engineering cost management in China,and summarizes the problems existing in railway engineering cost management control.Finally,it elaborates the railway engineering cost management and control.
