小额保险发展问题综述

摘要
小额保险廉价和简易等特性,赋予了其在农村市场的发展优势。但小额保险在我国试点已开展10年,所取得的成果却不尽人意。要使小额保险高效、可持续地发展,就必须弄清楚小额保险是什么、为什么要发展小额保险以及如何发展小额保险等问题。文章通过对近年来国内外小额保险相关的重要文献进行梳理和总结,从小额保险的定义和内涵、发展依据、发展模式、风险防范、法律监管这五个方面来回答上述三个问题。
The characteristics of micro-insurance, such as being cheap and simple, have advantages in the rural market. However, micro-insurance has been carried out for ten years in our country's pilot projects, but the results have not been satisfactory. To enable the micro-insurance to develop efficiently and sustainably, it is necessary to find out what micro-insurance is, why it is necessary to develop, and how to develop it. This article reviewsand summarizes the important documents related to micro insurance both at home and abroad in recent years, andanswers these three questions from the five aspects of definition and connotation of micro-insurance, developmentbasis, development model, risk prevention, and legal supervision.
