摘要

评估反馈科技人才政策的实施效果,对促进政策制订的科学化、民主化,提高科技人才工作管理服务水平非常必要。运用专家访谈、问卷调查等方法构建科技人才政策实施效果的评估指标体系及权重,并运用该指标体系对上海市科技人才引进政策展开实施效果评估。结果表明,政策实施效果总体评价良好,但是也存在着政策知晓度有待提高、政策执行部门之间缺乏统筹协调、政策与企业的需求吻合度不高、政策软环境需要进一步优化等问题。结合调研需求反馈,提出完善改进的对策建议。
        Evaluation and reflection of technology talent policy implementation is necessary for scientific democratization of policy formulation and promoting management and service for technology talent. In this paper,the evaluation index system and index weight of technology talent policy implementation are constructed by multiple methods of expert interview and questionnaire survey. Based on the index system, the implementation effect of Shanghai's technology talent absorbing policy is evaluated. The result shows that the policy performance is good but there also existed following problems: improvement of awareness about policy, lack of coordination between relevant departments, lower matching for enterprise's needs, and optimization of policy environment.Combined with ?nding in survey, the suggestions of improvement is brought up.
