摘要

为了让参加公路应急抢险的各方协同高效地开展工作,有效提高公路交通生命线应急综合管理能力。本文从宏观层面对公路交通应急进行探讨,提出了以法制、体制、机制、预案为顶层设计,以应急管理平台体系作为承载,以应急救援队伍、运输保障等能力为支撑的公路交通应急管理体系构想,旨在通过系统性、结构性的分析,理清工作思路,为相关从业者提供参考。
        In order to enable all parties involved in highway emergency rescue to work collaboratively and efficiently,and effectively improve the emergency comprehensive management capability of the road traffic lifeline,in this paper,the road traffic emergency is discussed from the macro level,and the road traffic emergency management system is put forward with the legal system,system of organization,mechanism and plan as the top design,the emergency management platform system as the bearer,and the capability of emergency rescue team and transportation guarantee as support,so as to make clear the working ideas through systematic and structural analysis,and to provide reference for relevant practitioners.
