面向管理与实施的城市景观风貌规划方法探索

摘要
近年来,城市景观风貌问题倍受关注,但在我国许多城市的规划实践中,更多是对城市景观风貌技术性的描绘,面向管理实施的景观风貌规划很薄弱。结合福建省具体的规划案例,探索面向管理与实施的景观风貌专项规划的编制内容、编制框架及成果体系,构建了"宏观把握景观风貌定位和格局、中观景观系统与分区引导、微观特色景观要素指引"3个层次的景观风貌规划框架,建议将规划主要内容转化成管理导则和图则。
In recent years,the problem of urban cityscape has drawn much attention. However,among the planning practice of many cities in China,we focus more on the technical description of cityscape planning while neglecting the management-oriented. Combining with the specific planning cases of Fujian Province,this paper explores the compilation content,framework and results of cityscape planning oriented to administration and implementation. We also construct a cityscape planning framework of three levels,including macro-control of orientation and arrangement,middle-guidance of system and zoning,and micro-guidance of characteristic elements. It is suggested that the main contents be transformed into management guidelines and diagrams.
