全面从严治党要以增强干部干事创业的“精气神”为出发点和落脚点

摘要
从一定意义上说,全面从严治党,也是全面从严治干。但值得注意的是,我们的治干工作把较多精力放在确保干部遵纪守法、预防和惩治干部违法乱纪行为上。确保干部遵纪守法、预防和惩治违法乱纪行为无疑是对的,只能加强,不能削弱。但与此同时,我们应当把更多的精力放在激发干部积极性,激励干部增强干事创业的"精气神"上。不能满足于干部遵纪守法、规规矩矩、老老实实,而要充分调动干部积极性、主动性和创造性,使之真正想干事,愿干事,会干事,干好事,敢担当,有作为,能够为党和人民事业做出更大贡献。为此,就要进一步增强干部的使命感和责任意识,严把德才标准、坚持公正用人,要在选人用人上体现讲担当、重担当的鲜明导向,加强选人用人工作的监督检查,创新干部管理的激励机制,培育有利于激发干部积极性的政治生态,把干部从无谓事务中解脱出来。
In a certain sense, to govern the Party fully and with rigor is also to govern Party members and cadres strictly in an all-round way. However, it is worth noting that the governance work is more focused on ensuring that Party members and cadres comply with laws and regulations, and preventing and punishing cadres from violating laws and regulations. Ensuring that Party members and cadres are law-abiding is undoubtedly right, which can only be strengthened but not weakened. However, at the same time, more energy should be put into stimulating and encouraging the Party members and cadres to enhance their enterprising spirit and vigor in acting with responsibility and fulfill the duties. That is, it can not be satisfied with the Party members and cadres' compliance with laws, regulations, and being honest, but must fully mobilize their enthusiasm, initiative and creativity, supporting and motivating those who want to act, are not afraid to act,and are able to act and deliver, to make greater contributions to the cause of the Party and the people. To this end, it is necessary to further enhance the sense of mission and responsibility of the Party members and cadres, strictly enforce the standards of ethics, adhere to the principle of fair selection and use of people,embody the clear orientation of responsibility and burden-bearing in selecting and appointing people, and strengthen the supervision and inspection of the selection and employment of personnel. Meanwhile, it is also essential to innovate the incentive mechanism for cadre management, foster a political ecology that is conducive to stimulating the enthusiasm of cadres, and free them from unnecessary affairs.
